Precizez de asemenea că nu reprezint nicio organizaţie de niciun fel, toate opiniile de mai jos fiind pur personale.
În ultimul număr al revistei FLASH, nr. 114 din iulie a.c., au fost publicate modificările făcute regulamentului GREX de către actuala conducerea a Federaţiei Internaţionale, specificându-se faptul că ele intră în vigoare imediat. Problema delicată însă este că anterior adoptării acestor modificări, ele nu au fost înaintate ca propuneri federaţiilor naţionale, nu au fost discutate cu nimeni şi nu au fost respectate principiile democratice recunoscute ca valabile.
Concret, aveţi mai jos care sunt aceste modificări.
Extrem de nemulţumit de modul de "adoptare" a modificărilor unui regulament FIP de o asemenea importanţă, preşedintele Federaţiei Filatelice din Portugalia, Pedro Vaz Pereira a trimis prin mail mai multor federaţii naţionale o notă de protest extrem de dură, prin care solicită colegilor formarea unui nou organism internaţional, capabil să reprezinte interesele membrilor săi şi care să funcţioneze pe principii democratice. Redau nota de protest exact aşa cum a fost ea expediată.

I request you best attention to the last FLASH 114 of 2011. The Asiatic President TAY PENG HIAN decided to finish with the respect to the National Federations.
It is time, Dear President, to built a new International Organisation, a democratic organisation. We cannot accept more that THE SYSTEM is now trying to control the life and decisions of the National Federations. This is THE SYSTEM in its maximum force.
We never can accept this changes in the GREX . This is to finish with the National Federations. So it is time to build a realy INTERNATIONAL FEDERATION F PHILATELY and to leave his FIP and its SYSTEM!!!
This is an ofense against the European Federations, against our sovereiugnity!
But where are our European representatives? Why they are in FIP Board yet?
I had present my demission imediatly! Where is our FEPA President and what will be his position????
THE SYSTEM is now controling all inside of FIP! But FIP exist because we are paying for this!
My question is: Do you need FIP to organise an exhibition?? do you need this people of FIP Board and its SYSTEM for what??? No, we do not need. We are only paying thousand of euros in patronages to pay the trips of this FIP Board, for nothing!!! What is the support that this people gave you in the past, or will give you in the future?? ZERO!!!! like in the past, but now they have the full control in the exhibitions and the power of THE SYSTEM is full. All National Federations must absent in the next exhibitiontion s and FIP will deal directly with the exhibitors!!
But now the exhibitors must pay also the return of the exhibits when before were the Post !! But this man Tay Peng Hian understand something of philately? he knows what are the costs of a temporary exporttion, a air freight an insurance, etc etc?? no, he do no know, because he do not understand nothing of philatelic procedures. So, the penalty must be now paid by the exhibitors, who are already paying thousand of Euros to export, to pay the air freights and insurances, but now more the return of the exhibits. A nonsense decision!!
What can I do with this Tay Peng Hian, when he is the president of FIP, but he is not able to understand and check these situations!!!!
In the future, who will check the National Classifications of the exhibitors, the foreign commissioner???
It is time to finish with this, creating a new organisation.
I will talk with some european colleagues and I am sure thatr we cannot accept this retaliation. It is time thsat Europe wake up to this games!!!
BUT WHY THIS IN THIS MOMENT: this is a clear retaliation against European countries like Portugal, Germany, Austria, Greece and other because we decided not participate in PHILANIPON in Japan, so THE SYSTEM never could accept this boldness. THE SYSTEM is THE SYSTEM, the controling of the philatelic world!!!!
Here have you the first decision of the new FIP President, after 9 months in the power!!!! Have you received before any letter, any e-mail sending some information , some contact, some compliment, from this man? no only the silence, but now this fantastic decision!!!!
People like the Asiatic Tay Peng Hian have not conditions to be FIP Presidents, because they are not able to respect the National Federations.
I will prepare a circular letter to the philatelic world.

Now, Mr President you can understand, why I never could support this new FIP President, TAY PENG HIAN! I knew him very well and mainly their ideas and procedures.!
Now we must all take the decision what we must do!

Pereira, după ce a parcurs buletinul FLASH a făcut un lucru normal: l-a întrebat de sănătate pe cel care conduce Federaţia Europeană de Filatelie, Jorgen Jorgensen, mai precis cum este posibilă modificarea unui regulament de o asemenea importanţă fără o consultare prealabilă a federaţiilor naţionale. Şi mai ales cum este posibilă introducerea unei taxe noi pentru expozanţi, în condiţiile în care aceştia cheltuiesc deja sume considerabile (de ordinul miilor de euro) pentru a putea participa la o expoziţie mondială sau internaţională sub patronajul FIP.
Concomitent, Pereira a înaintat federaţiilor europene câteva documente referitoare la modul inacceptabil de lucru (în opinia sa) a oficialilor Federaţiei Europene de Filatelie (FEPA), care s-ar face vinovaţi de situaţia creată.
Tot setul de documente (opt ca număr) stă la dispoziţia celor interesaţi, putându-se descărca de aici. Ele sunt reunite într-o arhivă ZIP.
Primisem de cateva zile setul de documente emise de Federatia Portugheza si ma bucur ca ai ales sa le faci publice, deoarece au fost trimise de secretariatul FFR. Dar ce nu am inteles este daca se raliaza si alte federatii acestui punct de vedere. Cu alte cuvinte, este interesant de urmarit daca se vor intalni mai multe federatii nationale pentru a infiinta un nou organism filatelic mondial. Cam la asta se reduce totul.
RăspundețiȘtergerekolector: Pe colecţionarul "de rând", toată minunea aceasta nu îl afectează. Cei afectaţi pot fi doar potenţialii expozanţi la manifestări sub patronajul FIP, mai ales prin introducerea noii "taxe" de returnare a exponatelor (pe care eu, unul, o vâd ca o mârlănie, de-a dreptul). Eventual, ar mai fi membrii de juriu internaţional şi comisarii naţionali. Pereira are, în opinia mea, multă dreptate. Românii au simţit pe pielea lor ce înseamnă "sistemul" cu ocazia EFIRO 2008, unde reprezentantul FIP, spaniolul Aranaz s-a purtat sub orice limită a bunului simţ.
RăspundețiȘtergereEu privesc toată această situaţie "din afară", dacă pot spune aşa, deoarece nu sunt preocupat de expoziţii decât în calitate de vizitator. Nu mă interesează premii, diplome şi medalii. Dar, în opinia mea, noile reglementări pe care vrea să le impună actuala conducere a FIP poate afecta grav buna funcţionare a unei federaţii naţionale. Despre modul în care se face jurizarea exponatelor la expoziţii de acest calibru, ar fi multe de spus. Unele chestii "noi" mie mi se par de-a dreptul inacceptabile, dar nu sunt în măsură să-mi dau cu părerea decât în calitate de persoană privată.
Refuzul unor federaţii naţionale de a participa la ultima expoziţie din Japonia poate că are o anumită semnificaţie. Rămâne de văzut cum vor decurge lucrurile.
Cred că secretariatul FFR a trimis documentele doar pentru informare. Nu am aflat dacă există o poziţie oficială - vom vedea.
Şi eu, la rândul meu, am postat materialele tot doar în scop de informare, eu nu deţin nicio funcţie în niciun organism, de niciun fel.
